How to Get a UAE Driver's License as an Expat (2026)
Which countries qualify for direct conversion, what documents you need, and how to pass the UAE driving test if conversion isn't available.
Getting a UAE driver's license is one of the most important settling-in tasks for new residents. Without one, you'll be dependent on taxis and ride-hailing, which gets expensive quickly, especially if you have a family. The good news: citizens of 36 countries can convert their existing license without taking a driving test.
Can You Convert Your Existing License?
The UAE allows direct license conversion for citizens of certain countries. If your home country is on the list, you can skip driving lessons and the road test entirely.
Countries eligible for direct conversion include:
- Europe: UK, Germany, France, Netherlands, Belgium, Austria, Switzerland, Italy, Spain, Sweden, Norway, Denmark, Finland, Ireland, Poland, Greece, Turkey, and more
- North America: USA, Canada
- Asia-Pacific: Australia, New Zealand, Japan, South Korea, Singapore, Hong Kong
- Middle East: Saudi Arabia, Bahrain, Kuwait, Qatar, Oman
- Africa: South Africa
If your country is not on the list (e.g., India, Pakistan, Philippines, Nigeria), you'll need to take driving lessons and pass both a theory and road test.
Direct Conversion Process
- Get an eye test: Visit any optician in Dubai (Al Jaber Optical, Magrabi, etc.). Costs AED 50–100. You'll receive a certificate on the spot.
- Visit an RTA service center: Bring your documents (listed below). The counter staff will process your application.
- Pay the fees: License fee: AED 100–200 depending on duration. Knowledge test fee (if applicable): AED 200.
- Receive your license: Issued on the spot in most cases. Valid for 2 years (renewable).
Required Documents
- Original passport with valid residency visa
- Emirates ID (original)
- Eye test certificate (from an approved optician)
- Home country driving license (original + copy)
- Translated copy of your license (if not in English or Arabic; must be done by a legal translation office)
- No Objection Certificate (NOC) from your sponsor/employer (not always required; check with RTA)
- Two passport-size photographs
Non-Conversion Route: Driving Lessons & Test
If you can't convert your license, you'll need to enroll in a driving school. The process is:
- Open a file at an RTA-approved driving school: Emirates Driving Institute, Dubai Driving Center, Belhasa, and Galadari are the main schools. File opening: AED 200–400.
- Complete theory lessons & test: 8 theory classes + a theory test (multiple choice). Most people pass on the first attempt.
- Complete practical driving lessons: 20–40 lessons depending on your experience level. Each lesson: AED 50–100.
- Internal assessment: The driving school tests you before allowing you to sit the RTA road test.
- RTA road test: Conducted by an RTA examiner at a designated test area. Common failure reasons: not checking mirrors, hesitation at roundabouts, improper lane changes.
- Receive your license: Once you pass, your license is issued within 1–2 business days.
Total Costs
- Direct conversion: AED 300–500 total (eye test + license + translation if needed)
- Driving lessons route: AED 5,000–10,000+ total (file opening + lessons + tests). Cost increases if you need extra lessons or fail the road test.
Tips for Success
- Book your eye test appointment before going to the RTA, as some centers accept walk-ins, others don't
- If converting, bring both your original license AND a photocopy, as the RTA keeps your original temporarily at some locations
- For the road test: practice at the test location beforehand (locations include Al Quoz, Al Qusais, and Jebel Ali)
- Don't drive on an international driving permit for more than 6 months; after that, you must have a UAE license
- Your UAE license is also valid in many other countries (GCC, some European countries), so check before traveling
International Driving Permit (IDP)
While waiting for your UAE license, you can use an International Driving Permit (IDP) alongside your home country license for up to 6 months. After 6 months, driving without a UAE license results in a fine of AED 400 and potential vehicle impoundment.
Your driver's license conversion is part of the "settling in" phase of your GulfPilot relocation plan. We schedule it after your Emirates ID is issued, since that's a prerequisite for the application.
